Technically yes, but you would have to put a "start date" and "end date" of the project on your application. This isn't really the start date of the project itself, but the start date of your working on it under the funding.
I'm applying for this grant to create a graphic novel which will require money for artist's materials as well as travel and live models. When you say that this grant is for the artist fee only, does this also apply to making a graphic novel?
I noticed your responses were well below the word counts listed. Are the word counts suggested lengths? I assume the response can vary dependent on the project?
